Borough of Newham fined £125,000 in death of child

Ryan Dean, aged 13, fell backwards from the first floor of Walter Hurford Parade in the London Borough of Newham over a broken stairwell wall to his death.
The building was owned by the Borough of Newham. They were fined £125,000 plus £6,000 in costs.
The court found that the council made an offence under section 3 of the Health and Safety at Work Act of 1974, for failing to ensure that persons not within its employment were not exposed to risks to their health and safety.
The court heard that the stairwell wall was in an unsafe condition for over six months. The council was informed of the damage, but it was not repaired for various reasons. They have since changed their procedures and made the health and safety risk as a criteria in prioritizing repairs.
